NIH: Community Networks Pgrm – Cntrs for Reducing Cancer Disparities Thru Outreach, Rsrch & Training

Program Summary

The Community Networks Program (CNP) is designed to address the cancer burden in racial/ethnic minorities and other underserved populations by using Community-Based Participatory Research (CBPR). This funding opportunity announcement (FOA) solicits applications for CNP Centers that will utilize the CBPR approach to reduce specific cancer disparities through a combination of outreach, research and training. The goal of the CNP Centers is to increase knowledge of, access to and utilization of beneficial biomedical and behavioral procedures related to cancer in areas ranging from prevention to early detection, diagnosis, treatment, and survivorship. In this CNP issuance, a particular emphasis is on high quality intervention research involving controlled and rigorous studies. Applicant teams must be based on established partnerships between academic institution(s) and targeted community entities/community-serving healthcare organizations. The partnering community components are expected to contribute substantially to the design of the Center programs proposed in the applications. The proposed Centers may involve a “Headquarters” site and additional locations in different geographic areas. A Center with Headquarters and at least 4 additional sites in defined geographic areas is referred to as a “National Center”. Other centers, referred to as “Regional Centers”, must be composed of a Headquarters and 2-3 additional sites in defined geographical areas. This FOA is open to all qualified applicants regardless of whether or not they participated in the previous CNP issuance.

Eligibility

If appropriate, applicants are encouraged to consider the option to designate in the application more than one Project Director/Principal Investigator (PD/PI). However, the use of the multiple PDs/PIs option must be justified. In addition, to ensure meaningful contribution to the leadership of CNP Centers, individuals designated as PD/PIs will be expected to commit a substantial effort to the program (not less than 2 person months). 

Typically, the single PD/PI (or at least one of multiple PD/PIs) is expected to be affiliated with the institution submitting CNP Center application. However, other arrangements in specific situations are also possible.  More than one PD/PI, or multiple PDs/PIs, may be designated on the application for projects that require a “team science” approach and therefore clearly do not fit the single-PD/PI model.

Applicant institutions may submit only one application per institution in response to this FOA. Multiple applications from the same institution will be considered non-responsive and will not be reviewed.  Applicants may NOT submit a resubmission application.  Renewal applications are NOT permitted in response to this FOA.

Internal Selection Process

The Office of the Vice President for Research has established an internal review procedure to select the UI nominee.  Applications will be reviewed according to the sponsor's selection criteria.  Consideration will also be given to UI institutional strengths and strategic directions.  Potential applicants must submit, using the preselection link below, the following information:

  1. A two page CV
  2. A description of the proposed project.  It should have the following elements:
    • A cover sheet with the project title, your name, department, and campus address, and the title of the program you are responding to.
    • A description of the proposed project (up to but no more than the sponsor stipulated limit of 28 pages in length).  Additional pages may be used for references.
    • Please be sure the project is identified on each page and number the pages.

The above materials must be submitted no later than 5:00 p.m. on Tuesday, November 3, 2009.  The selected nominee will be asked to complete the full application package in accordance wtih the sponsor's deadline of Tuesday, December 15, 2009.
