Position Specific Summary:

This Professional and Scientific position will be filled as either a Program Coordinator (PAD1) or Program Manager (PAD2) based on candidate qualifications and interview evaluation. To express interest for consideration at both levels, please apply to both requisitions, 21004848 and 21004849.

The State Hygienic Laboratory (SHL) is seeking a Training Supervisor to serve as the primary training and education coordinator. The Training Supervisor will be the point of contact for all training and education needs, identify training needs, design and oversee the delivery of training to appropriate staff and external partners, and represent SHL at Association of Public Health Laboratories (APHL) with a team of training and education coordinators.

Specific Job Duties and Tasks

Operational and Financial Management

· Responsible for overall development and ongoing management of programs and services. Implement and plan new programs and services. Evaluate program operation in meeting stated objectives. Direct budget development, oversee budget operations, and assure issues are resolved.

· Provide Education/Training information for the SHL Annual Report

· Analyze recommendations and develop policies. Develop projects aligned with grant availability. Write internal and external grant proposals. Complete and submit internal/external grant reports.

Develop Instructional Materials

· Oversee the work of others who provide instructional support. Collaborate on identification of curriculum needs. May evaluate student skills. Provide consulting and instructional services for lab, program, center, and/or studio. Design, plan, coordinate and conduct training classes.

Communication and Outreach

· Coordinate the SHL Internship Program.

· Counsel and provide liaison with appropriate individuals/agencies regarding program or service.

· Serve as a liaison for SHL fellowships and associates

· Manage the SHL Education/Training Webpage

· Determine communication strategy to promote a program. Present to professional groups. Develop educational programs.

· Serve on the UI Trainer Network through Organizational Development and continue to look for ways SHL can partner with other UI departments for collaborative training.

· Liaison for educational outreach and for the development of partnerships such as the collaboration with Kirkwood for the MLT program.

Leadership/Supervision

· Develop and implement policies and practices of a culture that supports staff engagement in the workplace.

Strategic Planning

· Assist in the coordination/preparation of strategic plans in support of the program or service.

· Pull together training information requested each year by the UI for the Board of Regents

· Lead on Education/Training goals/strategies.

· Recommend or may develop strategic plan for the program. Implement strategic plan. Develop strategy for budget priorities.

Quality Improvement

· Manage program change in accordance with change management plan to control scope, cost and contracts. Audit results in order to align the program/project outcomes with stakeholder expectations and standards.

Instruct, Train, Consult, Support

· Provide technical, administrative and artistic support for instructors and students for a course, lab, program, center, and/or studio.

· May include support for classroom technologies. Coordinate and provide instruction as directed. Instruct on safe operation of equipment.

Position Qualifications

Education or Equivalency Required

A Masters degree in Education, Training, Outreach, or related field or an equivalent combination of education and experience is required.

Required Qualification

· 3-5 years Experience managing educational/instructional programs, including research projects, extra-curricular activities, and/or academic planning.

· Three years supervisory experience of staff in a professional setting.

· Demonstrate the ability to review and use process improvement tools and techniques and ability to understand, monitor, update, or enhance existing business or work processes.

· Demonstrated experience with meeting/event coordination, and project management.

· Demonstrate the ability to meet or exceed customer service needs and expectations and provide excellent service in a direct or indirect manner.

· Must have the experience and ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through the application of appropriate communication behaviors.

· Communicating for Effective Relationships: Demonstrates a working proficiency in ability to work with a variety of individuals and groups in a constructive and collaborate manner, including strong writing, public speaking and presentation skills.

· Working knowledge of Windows and MS Office, including experience with web conferencing solutions such as Zoom, Teams, Skype for Business.

Desired Qualification

· Familiarity with the State Hygienic Laboratory, or Associate of Public Health Laboratories, or other Public Health laboratory setting.

· Familiarity with state and federal policies or regulations in a clinical laboratory, or public health laboratory setting.
